Participant Selection Criteria
This workshop is designed as an intermediate-level progam. In order to maximize benefits from the workshop, as well as the overall project, organisations and candidates are carefully selected. Selection of project participants will be based on the experience of the organisation in which they work, as well as on criteria specific to the individual applying.
Organisations from which the participants will be selected must:
· Be non-profit, non-governmental, or community-based organisations, or human rights institutions
· Have demonstrated a commitment to the protection and promotion of human rights, and in   particular minority   rights
· Have an established record for effective action
· Be involved in human rights activities such as training sessions, workshops, public awareness   campaigns,   advocacy, monitoring, public interest litigation, assisting with the processing of   cases/complaints, etc. related   to the protection and/or promotion of the rights of minority groups
· Have direct links with affected communities for which they are working
· Be committed to providing opportunities within the organisation for their candidate to apply the   knowledge and   skills gained in the workshop
· Be willing to engage in long term partnerships with other organisations in the region extending   beyond the period   of the workshop, to strengthen capacity-building efforts initiated through the   workshop
Candidates from qualifying organisations must be:
· Active members of the qualifying organisation for at least two years
· Actively engaged in issues regarding minority rights at local, regional and/or international levels
· In a position to influence the work of the organisation
· Committed to transferring the acquired knowledge and skills to colleagues and to others with whom   they work
· Aware of human rights principles and major national and international instruments and mechanisms
· Be sensitive to the issues which arise when working in multi-cultural groups and respectful of   diversity
· Proficient in English


In addition to the criteria listed above, consideration will also be given to overall geographic representation and gender balance.


Participant organisations will be expected, not only to participate in the five-day regional training workshop, but also to engage in follow up activities. Commitment from participant organisations is expected to be long term extending beyond the duration of the workshop and the two-year project term.
Selection Process
Those interested in participating in the project should ensure that a completed application form is returned to ICES no later than July 7, 2003. All applications received will be reviewed according to the selection criteria and the best qualified candidates will be notified by the first week of August, 2003.
Participation Fees
Through the support of the National Endowment for Democracy (NED), the Netherlands Organisation for International Development Co-operation (NOVIB) and the Canadian International Development Agency (CIDA), the participation costs of all persons at the regional training workshop will be covered. This includes return economy airfare or other reasonable travel costs, workshop fees, training program materials, and accommodation and meals. Participants are responsible for any extra expenses, including entertainment and meals purchased on their own.
Registration Fee
A nominal registration fee of US$10 will be charged to each participant.
Logistical Information
Participants will stay in shared accommodation at the site of the regional training workshop to be held in Waduwa, Sri Lanka. Accepted candidates will receive a letter confirming their participation and containing other logistical details in August 2003.
Passports - Visas
To participate in the training program, candidates must have valid passports (for September 2003 – February 2004) and where applicable, visas for travel to Sri Lanka. If candidates need to renew or obtain a new passport, it is recommended that an application be made as soon as possible. As visa applications can take time, selected participants are encouraged to apply as soon as they receive confirmation of their acceptance.
