Introductory Evening (Saturday, 4 October 2003)
Module 1: Introductions, Goals and Expectations
Part A. Welcome and introductions

Objectives:
· To get to know one another
· To lay the groundwork for productive collaboration based on mutual respect

Module 1 will be covered in two parts. Introductions will take place on the first evening; Day 1 will begin with a detailed overview of the workshop and a review of participant expectations.

DAY 1 (Sunday, 5 October 2003)
Module 1: Introductions, Goals and Expectations (cont.)
Part B. Expectations and project overview

Objectives:
· To review objectives and expectations for the workshop
· To understand the workshop within the context of the South Asia Minority Rights Project

Module 2: What Constitutes a Minority?
Objectives:
· To explore our own understandings of what constitutes a minority
· To review a range of characteristics used in determining minority status and the application of minority rights
· To apply these understandings in discussing the status of various groups in South Asia
Module 3: Current Situation of Minorities in South Asia
Objectives:
· To identify key minority rights issues in each of the countries in the region
· To identify cross-cutting issues that are common to minorities in the region as a whole
· To learn how peers in the region understand, and are addressing, minority rights
DAY 2 (Monday, 6 October 2003)
Module 4 - Protection of Minority Rights - International Standards
Objectives:
· To identify international instruments that make provision for minority rights and explore the relevant articles
· To explore the international obligations of states with regard to minority rights protection
Module 5 - Protection of Minority Rights - National Provisions
Objectives:
To identify existing national provisions for minority rights protection in South Asia that apply to states
Module 6 – Conformity of National Provisions with International Standards
Objectives:
· To identify gaps in national provisions and the implementation of minority rights at the national level which may be addressed with reference to international standards
DAY 3 (Tuesday, 7 October 2003)
Module 7 – Monitoring Minority Rights
Objective:
· To strengthen skills in monitoring and reporting on minority rights protection
Module 8 – Promotion of Minority Rights through Advocacy Work
Objectives:
· To explore practical strategies for protecting and promoting minority rights
· To build skills in planning and evaluating an advocacy campaign
DAY 4 (Wednesday, 8 October 2003)
Module 9 – Human Rights Procedures and Mechanisms - National and International
Objectives:
· To raise awareness of national and international mechanisms for the protection of minority rights
· To build skills in accessing and using national and international mechanisms and procedures
Module 10 – Preparing a Submission
Objective:
· To build skills and confidence in using national and/or international mechanisms to protect minority rights
DAY 5 (Thursday, 9 October 2003)
Module 11 – Follow-Up Activities (incl. Advisory Services)
Objectives:
· To identify opportunities for collaboration, including the establishment of an advisory service network, in building regional capacity to address minority rights issues
· To identify practical follow-up steps that can be taken to share and apply learnings within our organisations
Module 12 – Evaluation and Conclusion
Objectives:
· To assist the Minority Rights Project by providing constructive feedback on this workshop
· To identify key learnings and needed follow-up
